Creates the override for the address on the network, or updates it when one exists. The entry echoes the resolved network key.

Network key such as ethereum_mainnet. Aliases such as ethereum resolve to
the key, which the entry echoes back. Screening applies the override per
chain, so an entry on ethereum_mainnet also applies to the other EVM
networks.

version 1; the enum is named apart from version 1's so the two can be
generated side by side.
