Returns, for every supported network, which CipherOwl capability tiers are available. Each entry's chain_class is the chain to pass as {chain} to the Screening, Risk Reason and Report endpoints (for example ethereum → evm). The tiers are progressive: screening is address screening; reporting adds the full Screening, Risk & Reporting (SRR) API; research adds the OwlTrace research experience (graph exploration, transaction explorer and related tooling).
